I should be an easy matter to just cut the strap, lap the ends over for the amount you want to shorten it then stitch it back together. The only tools needed are an awl, upholstery needle and waxed thread.

Actually having carried a bag similar to a hunting bag for days and some miles, they are best worn as high as can be easily accessed. Mr. Schell has his about in the right spot.
