 The horn work is right where is should be, impeccable and the carving is a match for it. Very Well Done just doesn't seem good enough. Maybe WOW! is better.

Amazing.  I assume that the practice of leaving a tab of horn at the base (for attaching a strap) was discontinued over time as that piece would likely be broken easily, correct?
If it was easy, everyone would do it.

Yes, this is a fairly easily broken piece. There are examples that show that the lobes were broken (then removed and replaced with a staple or loop for attachment). It is hard to tell how popular they were, but there are many examples of lobed horns out there.

I am not sure if I have seen a lobed horn made after 1800, so you might have a point.

 If you look closely at the plug of an original horn with a nail, staple, screw or hole drilled through the horn and Butt you may also see evidence of a Lobe that was broken off/removed because of a crack/broken piece or marks where an attempt was made to remove evidence of the break or restore the horn to use.
 Never throw anything away, repurpose it, you'll never know what you will find a use for.
