Sure looks like one and is in the date range of them. Brooke Evans had a contract for 10,000 of them in the 1820s.
I am the Lead Historian and a Firearms Specialist at Rock Island Auction Co., but I am here out of my own personal interests in muzzle loading and history.

It`s an 1816 that has had the barrel shortened considerably.  The original barrel length would have been 42 inches and it would have had the large double type front barrel band.  The brass nose cap was used on model 1855 Harpers Ferry rifles and are also found on confederate pieces so it could have been shortened in a confederate armory after being damaged and reissued in shorter form. Some US troops were issued flintlock m1816s early in the war and the fact that the lock appears to be an original flint does not preclude its being refurbished and reissued to somebody early in the war especially on the confederate side.

By the way, with the 1823 date on the lockplate, that triggerguard would be an incorrect replacement.  The guard should be a 1st or second model with the rear sling swivel loop attached through a stud that comes through the front of the triggerguard.  More reason to suspect that he has been reworked.
