cut outs in tomahawk heads

I don't build tomahawks so sorry if this is a dumb question.Cut out designs in tomahawk head ..steel or brass...how is that usually done?At the time of forging?

After 99% of forging is done. Drill hole, insert saw blade (Jewelers saw), attach to saw and start cutting.  At least that is how to do it today. In primitive setting, drill or punch a hole in blade and then attack with a good file.

I drill a hole in a basic head, maybe more than one, and go to work with a hand file.   :o

I would suspect that back in the day the initial hole was hot punched, and then opened up and shaped from there. Drilling through thick iron was a real job with primitive tools.
