Welcome to ALR. Carey's American Firearms Makers lists a James Fisher, working about 1815 in Baltimore, MD and a John Fisher, working about 1845 in New York, NY. There is also an entry for a Jacob Fishel, working 1846-1861 in Hopewell Township, Bedford Co. PA... looks suspiciously similar to the fellow in the link above.
How about posting some pictures of your rifle? They would be helpful in narrowing down the where and when. Besides, we all like looking at old guns!

Jacob Fishel was listed in Jim Whisker's Book on the Bedford Somerset makers.
