Looks like a tool used for finding percussion hammer throw and orientation to me.

Yep, it measures the throw, and indexes the orientation of the tumbler. Very cool.

Yes indeed -- it is VERY cool ;) I wish I had seen that tool 40+ years ago would have been a good tool to have. I've got along with a ruler and my eye ball since I've started this hobby!

The angle for the nipple seat is adjustable to get the correct angle for the hammer nose to strike at 90 degrees, I assume, so the filer can get that right. Cool Tool!

I used them to orient the nipple on a drum to be sure it fit the hammer.

I am making an assumption that my friend and fellow long range ML shooter Karl Kuehn might of made this tool.
If you want, I can send him an email.
I just saw him a couple of weeks ago at Oakridge shoot.

That gizmo looks like a far more useful tool than a caliper if you're making ML's.
