Title: Does the name "Alemtsehay Finsa" ring a bell?

Came across this piece, and can find NO info about it...  One of the folks I asked was able to find some public records for someone named Alemtsehay Finsa here in Michigan, but honestly, we're not even sure that's the correct builder/owner name.

Here's pictures of the rifle... ANY help is appreciated!  Thanks in advance!
