I have a Tip Curtis built rifle with a straight .32 caliber Green Mountain Barrel, 3/4" across the flats, and 36" long. It's already pretty decently light and handy, but I've gotten to thinking that it would be even lighter and handier, as well as more versatile, if it had a bigger bore.
-How big a bore can a 3/4" safely handle? Probably .40, right? Is .45 too big?
-Who can you recommend who does this service? Any ideas how much to expect to pay?
-What am I likely to be sacrificing or gaining by having this done?
Thanks!

Bob Hoyt, probably $100 or a bit more.

Like Mike said, call and discuss with Mr. Hoyt. He will probably be your best information source, as well as the guy to do the work.

I also recommend Bobby Hoyt. I usually just send him the barrel and request that he bore it out to the max he can do it safely. He needs to see how deep the dovetails were cut for sights and underlugs to determine the max caliber. He is the expert.
