The NYS Firearms Trade Vol. 3 (Swinney/Rowe) cites Seth P. Millard in Lockport, NY, 1865-'77.  This source further states that he was a "watchmaker by trade", and worked for Remington & Sons.  There is a photo of a rifle attributed to Milllard in this volume.
