Tell us more.  Has he tried a new flint?  Is the mainspring weak?  is the frizzen opening on firing?  Is the frizzen dug up and gouged?

Yes the frizzen is opening and he has new tried new flints. There is a small gouge or bump that runs across the lower portion of the frizzen. As far as the spring being weak, it may be a little weak. I am kinda new to flinters so I cant really say for sure on that.

lightly run a file across the frizzen face .
does the file  cut or does is just skate across ?
a lot of the newer lyman frizzens are overly hard
