Gunsmiths/ maker mark/ naval cartouche

I really could use some help... I bought a flintlock that has no gunsmith or makers identification on the lock plate. It looks to be a 1794 naval contract type musket. The only outside markings are the eagle a proof P on the barrel and a anchor with a stocking cap cartouche on the left side of the butt stock. The lock plate is flat not beveled or rounded, On the inside of the lock plate there is a L and a backwards B that form a square. I'll post some pictures. Any input? ???
