Sanding marks in lock panels

In final finishing my stock, I'm having a tough time getting the scratches from carving and sanding out of the transition from panel to the main portion of the stock. Do you guys scrape these as opposed to sanding them?

Yes, I use a small custom scraper with a concave edge and sneak it right up to the molding. I have to remember to use a light hand.

I use popsickle/craft sticks with sand paper glued on them.
