If you filed a notch all the way round the bolt to accommodate the ramrod, you won't have to index the bolt, but you will still need to pull the ramrod in order to remove the bolt.

I use 8-32 for the rear bolt and 6-32 for  the front, TOW sells the bolts. Keep this in mind for the future.

I made a small concave brass shoe that fits the radius of the ramrod. Cut a small mortice in bottom of barrel channel the shoe fits in. Insert the drill in ramrod hole. Apply pressure via a clamp against the shoe. This side pressure against the bit as you rotate it slowly should move the hole a little. Just as long as there is enough wood.

Just gave this a try; I have one of those $12 bore cameras I use to  check my rifles bores. I am inletting a ramrod entry pipe on a Kibler kit and couldn't get the ramrod in although everything looked OK. A quick check with my bore camera said I was high on one end.

I tried to check out the ramrod hole with my camera and hit a wall, it was obvious I had one barrel lug to long and it was in the ramrod hole. These cameras will tell you more than just what the bore looks like.

Question on filling the wrong drill hole in the lock plate.  If i fill the hole i could just redrill the hole a little higher just under the barrel.  The wrong hole is covered by the frizzen spring.  Can the hole be filled by using a wire welder by my local welder.  Or, fill the hole with a bolt, cut the ends off and peen the edges.  File smooth and redrill   ?    Can the weld be tapped ?   If using the bolt will it hold if it is partially drilled to one edge and tapped. Hope this makes sense.  For now i have filed the bolt and the gun ramrod goes in just fine.

I would just screw in a short section of bolt and peen the outside good, then solder or braze the inside. I would also switch to a 6/32 front lock bolt.
