Freshening barrels

 I have what might be a stupid question. If you have a button rifled barrel that is new, but shallowly rifled, could it be upgraded by having it freshed out like a worn cut rifled barrel?

Button rifled barrels with shallow grooves are very hard to re-cut. The button rifling seems to work harden the stately a lot and the shallow grooves do not grip the lead slug like deeper grooves. My experience is limited to 2 button rifled barrels.
