Pistol smoothbore

Have this pistol barrel that measures .392 on inside.. Is this a barrel that never got finished or what. Would it be cheeper to buy another barrel or send this one off to be rifled.

Was it made overseas? Could it be a 10 millimeter smoothbore?

It would be a good educational thing to rifle it yourself.
