I have an old Damascus twist singal shot 12ga and was wondering if converting it to a ml would be practical or a waste of time?and if it would be better to have it sleeved to do so?

Most of the single barrel muzzleloading shotguns I have seen have had part octogonal barrels. I suppose it would work fine, but I don't know if I would get overly excited about the project. I have always had a soft spot for old single barrel cartridge shotguns, ones with damascus barrels in good condition are getting harder to fine. If it were mine I would leave it alone.

The quality of "damascus" varied widely. I would never shoot a cheap shotgun with a Damascus barrel or use one for a project. Having it sleeved would be the best option if using it for anything.
