Cartridge box ID help

Hey guys, picked this up a while back. I have a few cartridge boxes but nothing like this. Its got a strange arrangement of straps that i cant figure out how they are to be worn.

Im wondering if anybody can shed some light on its origins and value!

At first glance it looks very much like a fishing creel harness set up

If so

The long strap would go over the off shoulder and the other around the chest to stabilize it
