Anybody know a horner by this name?  Where's he from?

Here is an example of his work.  Small horn cup about 2 1/4 high and 1 3/4 wide.

Rob......I know a Charlie Nolan, but no Gill on the end.    Has been around for quite a while, lives out near Meadville, Pa.
Has been into gunbuilding, and possibly horn work...............Don

Good chance. It was labeled Charlie Nolan Gill. I heard the term gill years ago and didnt make the connection.  Is that an irish term

No, I believe it is English.  As I recall, in the 18th and 19th centuries, seamen in the Royal Navy received a daily rum ration measuring one gill.  Something tells me the tradition continued well into the 20th century.

Makers mark on bottom is an M in a circle then G 230 and '10'

If I remember correctly from the book "Undaunted Courage" about the Lewis and Clark expedition. 

A gill was about 4 oz.  The men were given a gill of whiskey each evening.
