Curious primer

Whats the best guess as to the origin of the little horn pictured below?  It measures approx. 8 3/4" in length, and 1 1/4" in width.  Appears to be an antler body with very crafty handmade metal work.  Spring steel function.

If its a day horn, perchance for the .62 dragoon pictured [which has been its companion for many moons], you would have very few shots to nail the dervish infidel.
I'm thinking primer.
