During a visit to "The Old Barracks Museum, also known as Old Barracks, in Trenton, Mercer County, New Jersey,
Set in a 1758 British military building, this museum offers exhibits of Colonial American history". The tour was shown many items from Colonial American time period and one of the items was a bullet block - I did not see any short starters but that does not mean there were none. It also could be that these items were of a later date and found there way into the museum. I can not say what is fact or fiction but I do feel that some smart colonist did find a way to rapidly reload his weapon when the need arised - my two shillings worth ;D.
