I looked at a tool the other day. I am pretty sure it has to do with muzzle loading guns.
length - just a smidge over 3 1/4"
width - 1 1/8"
thickness - just shy of 1/2"
outer material seems to be horn.
inside appears to be brass
has three, for lack of a better term, blades that swing out like a pocket knife,
they all pivot from the same end and swing out the same direction.
These are NOT blades and are NOT sharpened.
Each has a somewhat triangular part on the bottom of each "blade" that all vary in size.
my guesses.........
these may be bore gauges
these may clean out flintlock pans.

There is also a symbol that looks like a hot air balloon with paddles sticking out the side of what would be the gondola.
