It looks to be too far back (towards the breech) to be a bayonet lug although the angle of the posted photo could be deceptive in that respect.

I would think they left  the lug intact because the piece still has the original bayonet in the butt. It would be nice to see a picture of the bayonet tucked in the trap of the butt.  I was told by Cliff Noal how he had built a fowler with the bayonet and the butt trap and while out in the woods managed to loose the bayonet. :-\
