Thus, the gouges/tears in the land would allow gas/flame blow-by until filled.

Gotta be careful with the word "inclusions", us in the metals trades start thinking about slag in the steel.

That is what I was thinking, Clark B, chunks or stripes of slag in the bore, rough spots - compromising the strength of the barrel.
