Not sure what area full paneled powder horns were originally from, any info would be greatly appreciated.

From what I have seen Paneled horns can turn up from just about anywhere.

I believe that paneled horns, as Tim says, can originate from almost anywhere. Some designs of horns are simple yet elegant and fairly easy to do with limited tools. These designs are ubiquitous and show up any time, any where.
