Pretty much! Clean off all old solder and grime from both the lug and the barrel. Tin both the barrel and the lug...clamp in place with flux and heat to flow the solder...add a titch when it flows...done.
It might be better to install a new lug since lining up the old pin hole will be pretty much impossible.
