There should be no problem keeping the frock closed at the waist.  However, if you wear a frock in very low winter temps you will find that the neck and upper chest area of the body are exposed to the temps.  Therefore you need some kind of closure at the neck area.  I use a scarf under the collar and tied in the front to keep it closed.

I have a button at the collar to keep the top closed in cold and windy weather. The scarf is a good idea.

If you have not found something you like as yet try this ladies site.  She makes clothing for that period, and she tries to keep it as accurate as possible (and still be practical).  I've purchased clothing from her from time to time, and have always been happy with the quality.  I'm not enough of an "expert" to say whether it's absolutely 100% guarenteed "PC accurate" - but what really is.  The only thing that is going to be REALLY "PC" is something you get out of a museum.

Take a look anyway.  You might find something you like.

Have the same problem with the neck area . Solved it one day at a shoot .
Carry my rifle in a wool gun case , no frills kinda case . Real cold day at the range and I didn't have anything to wrap up in . So I thought "scarfs are wool , blanket is wool , what the heck ! Took the gun case and wrapped it around like a scarf and walla , instant scarf . As a side note , it works really well .
