Butt plate with non-rectanguler tang

What is the correct procedure when inletting a butt plate with a non-rectangular tang, like might be found on an english fowler?

Is it best to lead with the tang in the downward direction and then creep it forward as the plate is fit to the butt, or first fit the plate to the butt and then inlet the tang in the downward direction?
