I've made small dia brass nails the same way as small silver nails.
With a torch (OA) and appropriate dia brass rod.
I've used brazing rod to make them. But a softer brass works better as the final product in seating the nail in the countersink and matching color.
I put the torch in the bench vise held securely in place in wooden jaws so as not to damage it.
Light it up.
Place the tip of the brass rod in the flame for an instant and the end of the rod will melt and ball up into a 'head'.
Then clip that off to the length you want for your nail. If you use the right clippers, it will give you a point on the nail as well.
Back into the flame to make a head on the end again for the next nail, clip it off,,,, and on and on.
You will get pretty good after a couple of them and the ball head of each will be quite uniform. ,,and you don't need much of a head.
The rounded spherical shape works nicely into a countersink cut into the part as is,, especially if a soft alloy brass wire stock is used..
I like the forming die idea too. Makes a nice neat fastener.
