16 gauge octagon to round

It looks to me it was once a full stock and cut down both barrel and stock. It has a few marks on the barrel, on top an oval with an E on top, L and G below and a small star on bottom. On the underside it has, 16.4, NG and NOF. The lock has only LL marked on the inside of the plate. Most everything else is evident in the pictures I think. Can anyone date this gun and identify its maker? Thanks.
