Great Bill!  Thanks for the clarifications!  Man, I swear that photo of the breech looks like the barrel is already down in the stock!  How'd you do that?   

Well, after some thinking on this and digging into the order bin there was a flash of bright light (insert blond jokes here) and I realized that you have a York Light kit run in an "A" weight barrel.  We don't have a specific pattern made for that barrel so the stock carver basically is doing a custom stock.  To accomplish the machining for this size barrel the carver will line the B weight pattern with a few layers of masking tape to shrink the inlet.  If he added one layer too much you end up with a very tight fit.  So, yep you'll need to remove a little bit of wood and like other suggested I'd start on the thicker side.  It's shouldn't take much to get it to go on down into the channel - remember masking tape thickness.  Also since it is an A weight barrel you will want it to remain as tight as possible, with good fit, to help stabilize that small and long barrel. 

You also will want to pay careful attention to the depth of the channel.  Reason being is that since that pattern is modeled for a B weight there is a  0.063" diameter difference between the two barrels will affect the placement of your touch hole liner.  So your barrel may have to go an extra 0.020"-0.030" deeper to make sure the liner is centered on the flat and still in line with the lock pan.  If you get a moment please let me know if we sent a 5/16" liner or the 1/4" one.  I think the 1/4" one will fit that barrel better and will send one to you if that's not what you got with the kit.

This one for Octagonal barrels... Be sure you get the right size based on your barrel... If tapered barrel you will need a little smaller

If that is an A weight swamped barrel, and it is minimal wood you need to remove, I think a scrapper would serve you best.  One about the width of one of the flats at the thinnest dimension (waist) of the barrel.  Shouldn't be too difficult to get it seated this way using inletting black as stated before.  Scrapping a "slight" amount off the thin side and a little more off the thicker side might give you a better fit.  But you may have to scrape all the flats if you want it seated deeper.

Bill: It looks like your tang is partialy in let and if you only remove wood from one side your tang will move that way and maybe leave a gap, some thing to consider.    Gary

From what I see about half your work is done already. Scrape a little to get the barrel to seat, then use your cabinet scraper to get the left side down about equal to the right. That will keep it from warping. Save the final shaping/sanding until every thing else is done then very carefully take it down to the final size.

 draw file the barrel, if it needs it, before you go to inletting that barrel. Cleaning up up the exterior of the barrel might be enough to make it fit the channel.

I'm curious.  With the barrel sitting on the stock, you have an area of the stock that will be 1/16" wide and the opposite side is 1/8" wide.  If you remove the barrel, how thick is the wood on each side at this same area (from inside the barrel channel flat to outside flat of the stock)?  I'm wondering if the stock has warped a little.

If you have not  yet gotten the inletting of the barrel finished, take your caliper or micrometer and check to see if the barrel is symmetrical.  Some, even from good manufacturers are not perfectly correct.  If it is wider than it is high, draw filing may solve your entire problem and no additional inletting may be required.  Check all around the barrel at different locations to understand exactly what you have and what is needed to get a good inlet job.
