Probably an early W. Sherck with a National Road box. Perhaps before he developed his own style or made  with the box at the request of a customer.

The comment that this is an earlier S'gost gun probably is correct. It is very idiosyncratic when compared with many of his other, (later?), pieces. Especially, the patchbox. The side plates look very Maryland, or Adams County like, with the 'coin' motiff. The gun has some affinity to the work of Koons, to my eye, but with the Berks curves in the buttstock. It's a fine rifle and it will hang nicely on the Library wall. Hopefully there will be some data on it.
