You guys kill me!

Cow's hooves are made of the same stuff as cow's horns, so you can likely make small accoutrements from them...buttons, for example.  I made buttons from moose toes which are jet black and somewhat pointier than cow's toes.

Well you could put some wangs on them. Then you could tie to your moc's to throw them red devils of fen your trail. Just an idea.

Only use the dried cow's hooves  for chew toys if you aren't concerned about your dog breaking a tooth while chewing on them.  I have seen sagittal fractures of the large shearing tooth in the maxilla ( 4th premolar) caused by dogs putting extreme pressure on a very hard, dry hoof.  I used to recommend them until I saw several fractured premolars.
