Antique flat "fish" horn

You've probably seen these before.  I think they were probably commercial items from the later percussion era- does anyone know?  I picked it at an antique show in Illinois.  Looks like an owner scratched on it.

 Neat find Rich, really cool. Reminds me of the one in the Hartley book. I wonder what the two holes in the base were for? And the one in the tip.

Tim, those are for the treble hooks and line, must be an old Musky Lure!!!!!!!!!!!!!!! ;D ;D ;D ;D ;D ;D ;D ;D

Not sure, but I think sometimes a flat horn plaque was fixed to the base over the wood plug. Maybe the holes were from something like that?

AT one time I had a ball horn similar.
