barrel too wide for stock.

I have a pre-inletted english fowler stock and a 20 ga round to oct barrel. the barrel is a 1/4" too wide for the stock and the stock does not have enough wood to allow inletting the barrel. should I just file the barrel down to 1"?

That's an awful lot of work. What is the gauge/caliber? It would be better to get a new stock I would think....

Pecatonica river is building me a stock and it will arrive in two weeks. I am just going to send the stock back to track of the wolf.

Are you sure you are not accounting for too much wood being left after assembly?  Or maybe a stock not inlet for a barrel that wide?

If it's a Colerain O/R 20ga. it is only 1.062" at the breach as it is and an 1" isn't but a hair's breadth.

Now, if you have the Griffin Fowler barrel it is available 20ga. in 1.125" and 1.230" and the latter shouldn't even be a problem as it is less than an 1/8" wider per side.
