Incise carved Flintlock with unusual patchbox

Can someone tell me who made this flint 58 cal rifle ?  I believe it to be Lehigh County area.  Octagon to round barrel.  Escutcheon pins are one piece.   Maslin Lock.

Despite the Roman nose, it almost looks like a New England patchbox. Shelby Gallien

I've had an even split between people who think this is a new england gun and
those who think it's a Lehigh gun.
