 Does the Script give any idea ?
 Could the eye hook have been added after the top of the wooden block was broken ?

I dont think you can ever date it, unfortunately...all you can safely say its an antique powder horn, and yes, the eye screw could have indeed been a later addition, however you need not definately assume a knob was once there, some times small nails were used to actually nail the stap to the plug, or used a simple wood screw etc...

You could perhaps be safest assuming that its from the second half of the 19th century? Sorry I cant say more but maybe others can.

Small homemade horns like this are generally latter half of the 19th century.

 That ring at the neck is well done for a home made horn vs the base that looks very homemade. I am thinking it may be a replacement. The eye looks post 1840s but that dosen't mean much. Are all the tacks steel? Got a couple close ups of the break at the tip?

The nail in the picture with the ruler...looks hand wrought...maybe with the "rosehead" which is usually associated with late 18th early 19th century. The nails in the overall pitures just don't seem to look that old though....are they all the same?

Yes , All nails seem to be Rosehead that's what has me wondering , after learning the history of nails.

   FWIW, Upholstery tacks like these are available at almost any hardware store and are easily modified. They probably have been around a long time.
