 I once saw a guy resole his frizzen at a rendezvous, when his case hardened frizzen went dead. He used a spring clip from the air cleaner on his truck. a file to shape it, and shorten it, and a tube of JB weld, from his tool box, to glue it on. It worked just fine, and took no time at all. We called him Mt. Man McGiver from then on.

How would air hardening tool steel work?

I would stay with plain carbon steel
Take it to a grinder or belt sander. If the sparks are red/reddish and "lazy" its not going to work well.
