May depend on the bait but a cork makes a fine one, especially a Wine bottle cork. You can put a band around the top to strengthen the horn if needed. You could also work the tip down like a Powder horn for a strap attachment, the band will be stronger. Drill some holes in the body also helps. The base can be a friction fit then use Three of Four removable pegs to hold it in.
One more idea, friction fit again, if you want to make it easier to put bait in or get it out put a leather hinge on one side of the base. This works really well with a flat horn but don't make it so flat that you can't get yoour fingers in. Put a small piece of wood, about a quarter to half inch above the depth the base fits in, may take some fitting. Screw it in with a couple small screws or nails. Then attach your leather to it and the base of the horn. For the clasp put another piece of wood opposite the hinge, attach a leather strap to it, punch a hole in it. Then put a small nail with a head in the base for the hole in the strap to fit on.
 Hope this helps.

Here is a link to one made by Ron Vail :

Its different than the type Tim describes, but the images may be some help?

I have seen mayfly horns like this one with wooden or cork stoppers. I think this one has a wooden base that is nailed on and it has a tin lid. These are British I believe. There are southern examples from Georgia that have cork stoppers in both ends for crickets and the like.

An engraved mayfly horn would be cool. I like fantasy items made in an antique style. Not everyone agrees for sure.

My son and I use night crawlers sometimes for catfish. I want to make him one
for a Christmas gift.

I caught quite number of beaver using an antelope horn with a fairly large "spout" end and a simple wood plug. Horn might still be around someplace. But I have not used it for a long time 30+ years IIRC. Don't think I used it the last time I trapped 8 years or so ago. Would really have to dig to find if its its still around.

Are we talking about bait horns for fishing or scent horns for trapping?  I was thinking on the lines of fishing!

This one may be too 'fancy', but you get the idea.  Wood is cherry.
