Can someone explain how to make the top for a bait horn please?
I want to make as many Christmas gifts for my sons as possible
this year.

May depend on the bait but a cork makes a fine one, especially a Wine bottle cork. You can put a band around the top to strengthen the horn if needed. You could also work the tip down like a Powder horn for a strap attachment, the band will be stronger. Drill some holes in the body also helps. The base can be a friction fit then use Three of Four removable pegs to hold it in.
One more idea, friction fit again, if you want to make it easier to put bait in or get it out put a leather hinge on one side of the base. This works really well with a flat horn but don't make it so flat that you can't get yoour fingers in. Put a small piece of wood, about a quarter to half inch above the depth the base fits in, may take some fitting. Screw it in with a couple small screws or nails. Then attach your leather to it and the base of the horn. For the clasp put another piece of wood opposite the hinge, attach a leather strap to it, punch a hole in it. Then put a small nail with a head in the base for the hole in the strap to fit on.
