Is there a possibility that this is a tea - as in Gunpowder tea - bin? I think gunpowder tea is/was a form of green tea from China.

I'm a know nothing, but the reference to gun powder tea sparked my interests. This looks very similar to the OP picture. Seems JBJ may be on to something.

Yes, it was absolutely for Gunpowder Tea.
