That looks like a Belgian proof mark to me. And not a very early one either.

I can't find it any place. I thought it was Dutch. If it is a late mark as you think, maybe it is a late trade gun. Belgium is known for that.

As Hungry Horse stated it's Belgian, at least post 1810 and possibly post 1846. Here is a link to a page with more info:
