Thus, the gouges/tears in the land would allow gas/flame blow-by until filled.

The inclusions are gouges on the top of some of the lands.  The rifle is safe to fire.

Gotta be careful with the word "inclusions", us in the metals trades start thinking about slag in the steel.

That is what I was thinking, Clark B,  chunks or stripes of slag in the bore, rough spots - compromising the strength of the barrel.
