My guess is probably not, looks too flat to me. How thick is it?

not from a gun but maybe from a case box set. The piece looks like it was made to be nailed down or riveted in place

Is that ole George Washington on their you suppose? To me the engraving looks like something you would expect to find on a military piece. Sword scabbard maybe?

Perhaps an overlay for the end of a belt or strap, like a sword baldric or belt. Very fine engraving...look at the rings around the holes!

These show up on ebay from time to time, usually called a Kentucky rifle "side plate"
