This one really has some length and heft,  A Rhode Island lockplate.   This piece does have the gunsmith's initials on the barrel but they are hard to make out.   Does the scrollwork pin it down to someone?
  The wood is in nice shape for its age,  just need to add a scope for deer season!

I can not really make it out, but guess the striping is artificially?

Yes, good catch! The gunsmith probably used a recycled lock plate from a Burnside Civil War carbine.

The 'figure' on the wood, appears to me to be burned on, as it is on the ramrod.

That's exactly what it is. It's a lockplate from a Burnside carbine.
