In T. C. Alberts' book, there is an expanded drawing for the Tenn. bag. I don't understand the purpose or attachment of the "inner flap" found on pg 119.  I'm thinking of  trying this for my first bag.

Perhaps a welt to reinforce where the flap attaches?

Shoot him a PM, I'm sure he'll answer that. I wondered that too, but when I made that bag, I skipped the inner flap. I put a binding on the flap edge and lined it with some cloth. It's a sort of small bag so if you have large hands, you might oversize your patterns a little bit.

Could it be a variation of a military style bag where the inner flap is stiff for purposes of keeping stuff from spilling?

I made a couple of these bags a few years ago and also wondered about that piece.  I asked T.C. and he said something about it was a mistake or misrepresented when the book was published.  Dont remember exactly but he'll probably come on and answer.  I sewed it to the back and sandwiched the straps between it so it hides the straps  and reinforces the back but not that it needs reinforcing.  I made the pattern bigger, too.

Yes, Its a mistake in the drawing. I didnt catch it before the book went to printers.
That little flap was decorative and goes on the outside . It applies along the top
seam of the flap itself.
