I'd think New York is a good possibility for this gun. In addition to the "New York" marked lock plate, the German silver butt inlays that fit against the butt plate and run from the toe plate completely up to the butt plate extension, on both front and rear sides, are often seen on NY guns, as is the loop at the back of the trigger guard.  Shelby Gallien

There is a rifle in the Online Collection of the Museum of New Zealand described as a "Muzzle-loading percussion rifle ["Deer Rifle"] , calibre .45, made by H.T. Cooper, New York, about 1850."

Unfortunately, it bears little similarity to the rifle you are asking about.  The lock you pictured is clearly marked HT Cooper New York, so perhaps he made the lock only.  Any markings on the barrel?

Have you looked under the peep sight extension on the barrel?
Its likely a later add on.

yes i looked there and under the barrel is zero markings on it
