Do you know this maker?

I have a friend who recently bought a .54 rifle here in SC....swamped barrel, flintlock.....and is signed in a silver plate on the barrel, "S.Evans for Bob Vetter 2002".

Does anyone recognize this name/names and where he/they are from?
