When you have the lock in place with both lock screws. Why won’t the lock click into half cock?
Also when at full the cock won’t fall smoothly down ?

Could be, or the leg on the sear is bottomed out. That's where I would put my bet without seeing it.
Or the trigger is set a bit high. I like just a bit of play in the trigger when on all positions. Applies to single hung triggers only, of course.
Also be sure you have no contact between your hammer and stock.
Don't put lock bolts in gorilla tight, not necessary. Just snug them enough to keep the lock in the mortise. You could be flexing the plate a bit. 
Clean up your inlet of previous marking goop, and start spotting in again. It will show up on a part or wood somewhere.

I had to go deeper with the sear. Open up the bridal area.
