For the questions on "how it works", the simple answer is "very well".
In use, the end with the coning bit is inserted into the breech of the barrel, and the tip of the cone fitted into the touch hole. The crank or handle is then turned, causing the gears to turn, transmitting the rotational effect to the cone itself. It then cones, or widens the interior end of the flash hole.
With most barrel steel, it does not take long to accomplish it's purpose.
David, as usual, your workmanship is very impressive. I reckon that the Naval Academy had classes in fine machining!
