Buggy Whip Plane...Shop made

I saw a tool for tapering a dowel or ramrod at the 18th Century Artisans Fair, Lewisburg, several years ago. This past week I made a similar tool and thought you all may appreciate the tool and get inspired to make your own. The cut diameter range of this one is 9/16" to 1/4". I use a table saw and the pictured wooden gadget to round the stock first. There are plenty of Youtube videos showing this table saw tool but research on the buggy whip plane revealed little other than the Michael Lea and Daughter tool. This is a neat tool to add to your collection.

 I looked on YouTube but can't find anything about it. Looks interesting, how is it used?
